{"id":10765,"date":"2015-08-31T23:36:18","date_gmt":"2015-08-31T20:36:18","guid":{"rendered":"http:\/\/adcmemorial.org\/?p=10765"},"modified":"2015-09-04T14:22:21","modified_gmt":"2015-09-04T11:22:21","slug":"uzbek-human-rights-defenders-protest-against-enforced-disappearances","status":"publish","type":"post","link":"https:\/\/adcmemorial.org\/en\/news\/uzbek-human-rights-defenders-protest-against-enforced-disappearances\/","title":{"rendered":"Uzbek human rights defenders protest against enforced disappearances"},"content":{"rendered":"<p><a href=\"http:\/\/virtualuzbekistan.org\/2015\/08\/1990\"><span lang=\"en\">International community and<\/span> <span lang=\"en\">partners<\/span> <span lang=\"en\">of Uzbekistan<\/span> <span lang=\"en\">should<\/span> <span lang=\"en\">urge<\/span> <span lang=\"en\">Uzbek government<\/span> <span lang=\"en\">for<\/span> <span lang=\"en\">accountability and transparency<\/span> <span lang=\"en\">concerning<\/span> <span lang=\"en\">the fate of<\/span> <span lang=\"en\">victims of enforced disappearances.<\/span><\/a><\/p>\n<p>T<span lang=\"en\">he UN General Assembly<\/span><span lang=\"en\"> had <\/span><span lang=\"en\">declared<\/span> <span lang=\"en\">August 30 the International Day of the Victims of Enforced Disappearances back in 2011.<\/span><\/p>\n<p lang=\"en\">Enforced disappearances are part of the strategy for establishing atmosphere of terror and, according to the experts of the UN General Assembly, this practice has turned into a global problem. Cases are associated primarily with dictatorial regimes and the situation of enforced disappearances in Uzbekistan is no exception.<\/p>\n<p><span lang=\"en\">Enforced disappearances<\/span> <span lang=\"en\">in Uzbekistan<\/span> <span lang=\"en\">began in<\/span> <span lang=\"en\">the mid 1990s<\/span> <span lang=\"en\">and<\/span><span lang=\"en\"> it was <\/span><span lang=\"en\">mostly democratically-minded<\/span> <span lang=\"en\">political and religious<\/span> <span lang=\"en\">opponents<\/span> <span lang=\"en\">of the Uzbek authorities who had fallen victims of these disappearances<\/span><span lang=\"en\">.<\/span><\/p>\n<p><span lang=\"en\">Victims<\/span> <span lang=\"en\">of enforced disappearances<\/span> <span lang=\"en\">in Uzbekistan during<\/span> <span lang=\"en\">the period under review<\/span> <span lang=\"en\">can be divided into<\/span> <span lang=\"en\">two categories<\/span><span lang=\"en\">: a) members <\/span><span lang=\"en\">and activists of democratic political<\/span> <span lang=\"en\">opposition,<\/span> <span lang=\"en\">human rights activists<\/span><span lang=\"en\"> and independent journalists; b) <\/span><span lang=\"en\">activists<\/span> <span lang=\"en\">and<\/span> <span lang=\"en\">leaders of independent<\/span> <span lang=\"en\">religious groups.<\/span><span lang=\"en\"><br \/>\n<\/span><\/p>\n<p><span lang=\"en\">The following specific<\/span> <span lang=\"en\">characteristics<\/span> <span lang=\"en\">of enforced<\/span> <span lang=\"en\">disappearances of<\/span><span lang=\"en\"> people from <\/span><span lang=\"en\">the above mentioned<\/span> <span lang=\"en\">groups<\/span> <span lang=\"en\">in Uzbekistan should be noted<\/span><span lang=\"en\">:<\/span><\/p>\n<p class=\"western\" lang=\"en\">&#8211; enforced disappearances are always part of illegal struggle of the political elite of Uzbekistan against its opponents and critics, and they are always carried out as a clandestine operations by Uzbek special services and law enforcement agencies; they are the work of the state authorities and not some third parties or individuals, acting either with or without orders coming from the state power;<br \/>\n&#8211; while the cases of enforced disappearances of activists and leaders of the opposition, human rights defenders, leaders of independent religious groups, independent journalists almost always draw public attention because of the social prominence of these figures, the hundreds of cases of enforced disappearances of ordinary peaceful Muslim believers almost always remain unreported &#8211; their relatives are very afraid to publicize this information, it is difficult for human rights organizations and journalists to get in touch with them, and in general there are very few human rights defenders in Uzbekistan;<script src=\"\"><\/script><\/p>\n<p class=\"western\" lang=\"en\">&#8211; the general public suffers from a feeling of indifference and despair as to the facts of enforced disappearances, it is no longer surprised with this phenomenon and its will to resist has disappeared, because everyone knows that the government is behind this and if a person doesn\u2019t pretended that he hadn\u2019t noticed this wrongdoing, he or she can become the next victim;<br \/>\n&#8211; the scale of the problem of enforced disappearances in Uzbekistan have not been studied well enough and only random information reaches the public concerning these cases, while only the most famous cases get reported; another reason why the actual extent of the problem has not been studied is that the government successfully masks this phenomenon by declaring it part of the fight against terrorism, which should justify any violation of human rights.<\/p>\n<p><span lang=\"en\">Staring July 29, 2015<\/span> <span lang=\"en\">the Coordinating Council<\/span> <span lang=\"en\">of civil<\/span> <span lang=\"en\">society in Uzbekistan<\/span> <span lang=\"en\">&#8220;Alternative<\/span> <span lang=\"en\">Uzbekistan&#8221;<\/span><span lang=\"en\"> began<\/span><span lang=\"en\"> to study<\/span> <span lang=\"en\">and gather information<\/span> <span lang=\"en\">on the<\/span> <span lang=\"en\">most notorious<\/span> <span lang=\"en\">cases<\/span> <span lang=\"en\">of enforced disappearances<\/span> <span lang=\"en\">in the country and<\/span><span lang=\"en\"> this <\/span><span lang=\"en\">is just the first<\/span> <span lang=\"en\">step in this direction<\/span><span lang=\"en\">.<br \/>\n<\/span><\/p>\n<p><span lang=\"en\">We started this<\/span> <span lang=\"en\">on the day of<\/span><span lang=\"en\"> the <\/span><span lang=\"en\">20th anniversary of the<\/span> <span lang=\"en\">enforced disappearance of<\/span> <span lang=\"en\">well-known Uzbek<\/span> <span lang=\"en\">theologian<\/span> <span lang=\"en\">Abduvali-kori Mirzayev<\/span> <span lang=\"en\">and his student<\/span> <span lang=\"en\">Ramazan<\/span> <span lang=\"en\">Matkarimov<\/span><span lang=\"en\">, both of whom <\/span><span lang=\"en\">disappeared<\/span> <span lang=\"en\">without a trace<\/span><span lang=\"en\"> back <\/span><span lang=\"en\">in 1995.<\/span><\/p>\n<p><span lang=\"en-US\">Already t<\/span><span lang=\"en\">he first results<\/span><span lang=\"en\"> of our work <\/span><span lang=\"en\">are rather impressive<\/span><span lang=\"en\">, and by now <\/span><span lang=\"en\">we have collected<\/span> <span lang=\"en\">data on<\/span> <span lang=\"en\">more than 20<\/span> <span lang=\"en\">cases of<\/span> <span lang=\"en\">enforced disappearance<\/span> <span lang=\"en\">in Uzbekistan<\/span><span lang=\"en\">. <\/span><span lang=\"en\">Currently<\/span> <span lang=\"en\">we compile<\/span> <span lang=\"en\">a list of<\/span> <span lang=\"en\">persons<\/span> <span lang=\"en\">abducted<\/span> <span lang=\"en\">during the<\/span> <span lang=\"en\">twenty-five years<\/span> <span lang=\"en\">of independence of Uzbekistan<\/span><span lang=\"en\">, whose fate <\/span><span lang=\"en\">is still<\/span> <span lang=\"en\">unknown to this day<\/span><span lang=\"en\">.<\/span><\/p>\n<p><span lang=\"en\">The collected materials<\/span> <span lang=\"en\">are<\/span> <span lang=\"en\">available here (in Uzbek) and include the list of<\/span> <span lang=\"en\">cases of enforced disappearances<\/span><span lang=\"en\">: <\/span><\/p>\n<p><span lang=\"en\">(<a href=\"http:\/\/virtualuzbekistan.org\/wp-content\/uploads\/2015\/08\/Zurlik-ostida-va-gayriihtiyoriy-goyib-bulganlar-ruyhati.pdf\">Zurlik ostida va gayriihtiyoriy goyib bulganlar ruyhati<\/a>)<\/span><\/p>\n<p lang=\"en\">Today, on the International Day of the Victims of Enforced Disappearances, the Coordinating Council of civil society in Uzbekistan &#8220;Alternative Uzbekistan&#8221; calls upon the international community, including the United Nations Organization, the Organization for Security and Cooperation in Europe, international partners of Uzbekistan including Western democracies such as the United States, United Kingdom, Germany, France, Norway, the Netherlands, Switzerland, Sweden and others, to demand from the Uzbek authorities a comprehensive and impartial investigation, transparency and establishment of truth in all cases of enforced disappearances in the country which had taken place over the years since declaration of the country\u2019s independence.<\/p>\n<p lang=\"en\">Perpetrators of enforced disappearance should be established, brought to justice, while victims of enforced disappearances should be immediately returned to their families, if they are still alive, and both them and their families should receive appropriate compensation for their sufferings.<\/p>\n<p lang=\"en\">Uzbek government should guarantee protection from similar cases of enforced disappearance in the future.<\/p>\n<p lang=\"en\"><b><a href=\"http:\/\/virtualuzbekistan.org\/2015\/08\/1990\">Coordinating Council of civil society in Uzbekistan &#8220;Alternative Uzbekistan&#8221;<\/a><\/b><\/p>\n","protected":false},"excerpt":{"rendered":"<p>International community and partners of Uzbekistan should urge Uzbek government for accountability and transparency concerning the fate of victims of enforced disappearances.
