Recommendations of the Committee reflected on the problems raised in <a href=\"https:\/\/tbinternet.ohchr.org\/Treaties\/CAT\/Shared%20Documents\/RUS\/INT_CAT_CSS_RUS_31612_E.pdf\">the alternative coalition report of civil society organizations<\/a>, in which the Anti-Discrimination Centre \u201cMemorial\u201d had highlighted the violations of the rights of prisoners of the temporary detention centers for foreign nationals and stateless persons.<\/span><\/p>\n<p><span lang=\"en-US\">The Committee strongly spoke out against widespread use of torture in places of detention and made a separate statement on the case of Mr. Makarov, a prisoner in the Yaroslavl penal colony, which had been widely publicized due to the efforts of human rights activists of \u201cPublic Verdict\u201d NGO, who had succeeded in placing the officers guilty of torture in detention, Makarov\u2019s recognition as a victim of torture and provision of state protection fort him.<\/span><\/p>\n<p><span lang=\"en-US\">Other serious problems has also raised concern of the Committee, among them the persecution of LGBT persons, including in Chechnya (which has earlier become the subject of <a href=\"https:\/\/adcmemorial.org\/solidarity-chechnya+donbas\/\">the human rights campaign<\/a> of ADC \u201cMemorial\u201d); the situation in the Northern Caucasus, including <a href=\"https:\/\/adcmemorial.org\/www\/13822.html?lang=en\">repressions<\/a> against the head of Grozny\u2019s \u201cMemorial\u201d office Oyub Titiyev; torture of anti-fascists charged as part of the trumped-up \u201cSet\u2019\u201d (\u201cNetwork\u201d) case; illegal use of anti-terrorist measures, including the case of the Azimov brothers; persecution of representatives of the Crimean Tatar people, Ukrainian activists and opponents of annexation of Crimea (ADC \u201cMemorial\u201d had also <a href=\"https:\/\/adcmemorial.org\/www\/publications\/racism-discrimination-and-fight-against-extremism-in-contemporary-russia-and-its-controlled-territories?lang=en\">wrote <\/a>about this in a number of its reports and public statements); conditions of detention in places of deprivation of liberty, including detention centers for migrants and others.<\/span><\/p>\n<p><span lang=\"en-US\">The Committee regretted that the human rights organizations, such as ADC \u201cMemorial\u201d and \u201cPublic Verdict\u201d, fell victims of repression for provision of alternative reports for the previous review of the situation in Russia (in 2012), which had been regarded by the Russian authorities as \u201cpolitical activity\u201d and had resulted in the recognition of both organizations \u201cforeign agents\u201d.
