Representatives of the Pamiri people, forced to leave Tajikistan due to political persecution, are now deployed in many refugee camps in the territory of Germany. In the refugee camps of the city of Nuremberg alone, more than 250 Pamiris are known to seek asylum in Germany. Most of them have requested interpreters in their native Pamiri languages indicating the possibility of involving accredited interpreters in Germany who are native speakers of these languages (Shugnan and others spoken in the GBAO). It was therefore difficult for Pamiris to explain the circumstances of their forced departure from Tajikistan and the reasons why they had to seek asylum in Germany in non-native languages (including Tajik and Russian). However, the German migration service organised the interviews by involving interpreters from non-native languages of the Pamiris, and their requests for interpreters for the Pamiri languages were declined.<\/p>\n
ADC \u201cMemorial\u201d has repeatedly raised<\/a> the issue of violations of the rights of ethnic and linguistic minorities in Tajikistan, predominantly the persecution of Pamiri activists, which reached an unprecedented scale last year.<\/p>\n During the UN Forum on Minority Rights dedicated to the 30th anniversary of the UN Declaration on Minority Rights, ADC \u201cMemorial\u201d called<\/a> on host countries to grant asylum to Pamiris:<\/p>\n We urge all participating States to guarantee international protection to members of minorities seeking asylum and not to expel them to Tajikistan.<\/p><\/blockquote>\n In order to make reasonable and objective decisions on each refugee, it is necessary to ensure the right of that person to be interviewed in his\/her native language, so that the asylum seeker can describe the problems, risks, and security needs in the most accurate way. ADC Memorial calls on the migration authorities of Germany and other EU countries to provide all Pamiris with interpreters to and from their native languages when they are interviewed by the migration authorities, as well as when their cases are heard by the courts. The ADC Memorial’s human rights experts, who have studied the problems of the Pamir population for many years and are aware of real discrimination against the Pamirs in Tajikistan, are convinced that the Pamirs need international protection, as their lives, freedom and security are threatened if they are returned to Tajikistan (or to another country that will deport them back home, which happens constantly. For example, many Pamiri activists were extradited from Russia to be further tortured in Tajikistan).<\/strong><\/p>\n ADC \u201cMemorial\u201d is available to answer further questions from interested parties via contact@adcmemorial.org<\/a><\/p>\n Wir fordern alle Teilnehmerstaaten nachdr\u00fccklich auf, asylsuchenden Angeh\u00f6rigen von Minderheiten internationalen Schutz zu gew\u00e4hren und sie nicht nach Tadschikistan auszuweisen.<\/b><\/em><\/p>\n Angeh\u00f6rige der pamirischen Minderheiten, die Tadschikistan aufgrund politischer Verfolgung verlassen mussten, befinden sich aktuell in zahlreichen Aufnahmeeinrichtungen in Deutschland. Allein in den Aufnahmeeinrichtungen der Stadt N\u00fcrnberg sind mehr als 250 Pamiris bekannt, die in Deutschland Asyl gesucht haben. Die meisten von ihnen haben um Dolmetscher f\u00fcr ihre jeweilige pamirische Muttersprache gebeten und darauf hingewiesen, dass es in Deutschland zugelassene Dolmetscher gibt, die diese Sprachen (Shughni und andere in der Autonomieregion Gorno Badachschan – GBAO – gesprochene Sprachen) als Muttersprache sprechen. F\u00fcr Pamiris war es schwierig, die Umst\u00e4nde ihrer unfreiwilligen Ausreise aus Tadschikistan und die Gr\u00fcnde, aus denen Pamiris in Deutschland Asyl beantragen m\u00fcssen, in anderen Sprachen als ihrer Muttersprache (einschlie\u00dflich Tadschikisch und Russisch) zu erkl\u00e4ren. Dennoch organisierte das Bundesamt f\u00fcr Migration und Fl\u00fcchtlinge (BAMF) Anh\u00f6rungen mit Hilfe von Dolmetschern f\u00fcr andere Sprachen als den pamirischen Muttersprachen, und ihre Bitten um Dolmetscher f\u00fcr pamirische Sprachen wurden abgelehnt.<\/p>\n Das ADC \u201eMemorial\u201c hat wiederholt auf die Verletzung der Rechte ethnisch-religi\u00f6ser und sprachlicher Minderheiten in Tadschikistan sowie auf die Verfolgung von pamirischen Aktivisten hingewiesen, die insbesondere im vergangenen Jahr ein massives Ausma\u00df angenommen hat.<\/p>\n Anl\u00e4sslich des 30. Jahrestages der UN-Deklaration \u00fcber Minderheitenrechte forderte das ADC \u201eMemorial\u201c beim UN-Forum f\u00fcr Minderheitenrechte die Aufnahmel\u00e4nder auf, den Pamiris Asyl zu gew\u00e4hren:<\/p>\n \u201cWe urge all participating states to guarantee international protection for minorities representatives seeking asylum, not to expel them to Tajikistan.\u201d<\/i><\/span><\/p><\/blockquote>\n Um ausgewogene und objektive Entscheidungen \u00fcber das Schicksal jedes einzelnen Fl\u00fcchtlings treffen zu k\u00f6nnen, muss das Recht der betreffenden Person auf eine Anh\u00f6rung in ihrer Muttersprache gew\u00e4hrleistet sein, damit der Asylbewerber seine Probleme, Gef\u00e4hrdungen und Bedarfe an Sicherheit m\u00f6glichst genau beschreiben kann. Das ADC Memorial fordert die Migrationsbeh\u00f6rden Deutschlands und anderer EU-L\u00e4nder auf, allen Pamiris bei Anh\u00f6rungen durch die Migrationsbeh\u00f6rden sowie bei Gerichtsverhandlungen Dolmetscher in ihrer jeweiligen Muttersprache zur Verf\u00fcgung zu stellen. Die Menschenrechtsexperten des ADC \u201eMemorial\u201c, die sich seit vielen Jahren mit den Problemen der pamirischen Bev\u00f6lkerung besch\u00e4ftigen und sich der tats\u00e4chlichen Diskriminierung der Pamiris in Tadschikistan bewusst sind, sind davon \u00fcberzeugt, dass die Pamiris internationalen Schutz ben\u00f6tigen. Ihr Leben, ihre Freiheit und ihre Sicherheit sind in Gefahr, wenn sie nach Tadschikistan zur\u00fcckkehren (oder in ein anderes Land, das sie in ihr Herkunftsland zur\u00fcckschickt, was regelm\u00e4\u00dfig geschieht, z.
