From that time through 2021, the government relentlessly attacked civic activism and independent journalism, suppressed criticism of the authorities and government policies, and sought to enforce social conformity.<\/p>\n<p>Since Russia\u2019s full-scale invasion of Ukraine in 2022, Russian forces committed a litany of violations in Ukraine, including those which should be investigated as <span class=\"onomasticon onomasticon-cursor-default\" tabindex=\"0\" title=\"war crimes\" data-tooltip=\"War crimes are serious violations of international humanitarian law committed by individuals with criminal intent. Criminal intent means the violation was carried out deliberately or recklessly. Individuals who order, assist, and aid and abet offenses are also responsible for war crimes.\" aria-label=\"Explain glossary term war crimes\">war crimes<\/span> or <span class=\"onomasticon onomasticon-cursor-default\" tabindex=\"0\" title=\"crimes against humanity\" data-tooltip=\"Crimes against humanity are certain crimes (for example murder, torture, deportation or apartheid) committed by members of government forces or a non-state armed group that are knowingly committed as part of a widespread or systematic attack on a specific civilian population. Widespread could mean many attacks or one major attack. Systematic means the attack was well planned by those who carried it out.\" aria-label=\"Explain glossary term crimes against humanity\">crimes against humanity<\/span>,<a id=\"_ednref1\" title=\"\" href=\"https:\/\/www.hrw.org\/news\/2023\/05\/16\/submission-universal-periodic-review-russian-federation#_edn1\" name=\"_ednref1\">[i]<\/a> and the authorities started a new, all-out drive to eradicate public dissent in Russia.<\/p>\n<p>This submission is not intended as an exhaustive or comprehensive review of Russia\u2019s human rights record. Rather, it outlines laws and measures that:<\/p>\n<ul>\n<li>Curtail freedom of expression, including war censorship laws, and have resulted in the wrongful imprisonment or exiling of a growing number of government critics,<\/li>\n<li>Curtail freedom of association and assembly,<\/li>\n<li>Violate rights to privacy online,<\/li>\n<li>Undermine the right to a clean, healthy, and sustainable environment;<\/li>\n<li>Discriminate against migrants.<\/li>\n<\/ul>\n<p>Read the <a href=\"https:\/\/www.hrw.org\/news\/2023\/05\/16\/submission-universal-periodic-review-russian-federation\">Submission<\/a><\/p>\n<p><em>In their submission, HRW refers to ADC Memorial&#8217;s digest <a href=\"https:\/\/adcmemorial.org\/en\/publications\/the-year-of-war-reporting-on-the-situation-of-minorities-and-migrants\/\">\u201cThe Year of War: Reporting on the Situation of Minorities and Migrants\u201d:<\/a><\/em><\/p>\n<p><em>&#8220;The Covid-19 pandemic, economic downturn and then the full-scale invasion of Ukraine supercharged these tendencies.
