{"id":34648,"date":"2024-07-27T18:44:31","date_gmt":"2024-07-27T15:44:31","guid":{"rendered":"https:\/\/adcmemorial.org\/?p=34648"},"modified":"2024-07-28T13:32:26","modified_gmt":"2024-07-28T10:32:26","slug":"the-statement-of-the-international-committee-of-indigenous-peoples-of-russia-icipr-regarding-the-inclusion-of-55-associations-in-the-list-of-extremist-organizations","status":"publish","type":"post","link":"https:\/\/adcmemorial.org\/en\/news\/breaking-news\/the-statement-of-the-international-committee-of-indigenous-peoples-of-russia-icipr-regarding-the-inclusion-of-55-associations-in-the-list-of-extremist-organizations\/","title":{"rendered":"The Statement of The International Committee of Indigenous Peoples of Russia (ICIPR) regarding the inclusion of 55 associations in the list of \u201cextremist organizations\u201d"},"content":{"rendered":"<p><strong>The International Committee of Indigenous Peoples of Russia (ICIPR)\u00a0expresses\u00a0extreme concern and indignation over the inclusion of 55 Indigenous Peoples\u2019 organizations, national minorities, decolonial, and other associations in the list of \u201cextremists\u201d by the Ministry of Justice of the Russian Federation.<\/strong><\/p>\n<p><strong>Aborigen-Forum,<\/strong>\u00a0an informal association of independent experts, activists, leaders, and public organizations of the small-numbered Indigenous Peoples of the North, Siberia, and the Far East, also appeared in the list.<\/p>\n<p>The list also includes the\u00a0<strong>International Committee of Indigenous Peoples of Russia (ICIPR)<\/strong>, according to the publication on the\u00a0<a href=\"https:\/\/minjust.gov.ru\/ru\/documents\/7822\/\">website<\/a>\u00a0of the Ministry of Justice of the Russian Federation.<\/p>\n<p>Earlier, we expressed concern when, on June 7, the Supreme Court of Russia, at the request of the Ministry of Justice of the Russian Federation, recognized the so-called \u201cAnti-Russian Separatist Movement\u201d as an extremist organization. We feared that, since such an organization does notify exist and the wording is very broad, any organization criticizing the Russian authorities could be included under this decision.<\/p>\n<p>Now it is evident how this decision is being implemented. The organizations defending the rights of indigenous peoples are being included into the list of the \u201cextremist\u201d organizations.<\/p>\n<blockquote><p>Andrey Fedorkov, the lawyer who collaborates with the human rights project\u00a0\u201dSupport for political prisoners. Memorial\u201d\u00a0<a href=\"https:\/\/www.idelreal.org\/a\/minyust-rf-opublikoval-spisok-organizatsiy-vhodyaschih-v-nesuschestvuyuschee-antirossiyskoe-separatistskoe-dvizhenie-\/33051847.html\">comments<\/a>\u00a0for Idel.Realii: \u201cCurrently, anyone who displays any symbols of their region, used by any organization advocating for the freedom and independence of their region, is at risk. This includes anyone who distributes relevant materials or provides links related to this topic.\u00a0We can see how absurd the application of the law is. My prediction is that a significant number of criminal cases will follow based on these articles\u201d.<\/p><\/blockquote>\n<p>Our committee also sees this as a reaction from the Russian government to the participation of indigenous movements in international platforms, such as the UN.<\/p>\n<p>Just two weeks ago (July 8-12, 2024), a session of the UN Expert Mechanism on the Rights of Indigenous Peoples (EMRIP) concluded in Geneva, where members of our organization raised issues of human rights violations against indigenous peoples in Russia, as well as Russia\u2019s influence on UN bodies.<\/p>\n<p><iframe loading=\"lazy\" title=\"\u042f\u043d\u0430 \u0422\u0430\u043d\u043d\u0430\u0433\u0430\u0448\u0435\u0432\u0430. 17th Session Expert Mechanism on the Rights of Indigenous Peoples (EMRIP)\" width=\"640\" height=\"480\" src=\"https:\/\/www.youtube.com\/embed\/kXhKdTBDjbo?start=4&#038;feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/p>\n<p>Additionally, shortly before the UN session, ICIPR\u00a0<a href=\"https:\/\/icipr.international\/archives\/1028\">published<\/a>\u00a0a report on the Russian Association of Indigenous Peoples of the North, Siberia, and the Far East of the Russian Federation (RAIPON), which is controlled by the Russian government.<\/p>\n<ul class=\"wp-block-list\">\n<li>It is important to note that immediately after the EMRIP session in 2022, Russia blocked our website <a href=\"https:\/\/indigenous-russia.com\">iRussia<\/a>.<\/li>\n<li>In 2023, after the EMRIP session, ICIPR member and Indigenous human rights defender Pavel Sulyandziga was added to the list of foreign agents.<\/li>\n<li>And now, in 2024, after the EMRIP session, we have been included in the \u201cextremist\u201d list.<\/li>\n<\/ul>\n<p>WE SEE THAT THE REPRESSIVE MACHINE IS GATHERING MOMENTUM.\u00a0THE METHODS OF PERSECUTION AGAINST INDIGENOUS RIGHTS ACTIVISTS ARE INTENSIFYING.<\/p>\n<p><strong>WE,<\/strong>\u00a0representatives of the indigenous small-numbered peoples of the North, Siberia, and the Far East, are deeply alarmed by our inclusion in the \u201cextremist list.\u201d We express our extreme concern regarding the protection of indigenous peoples\u2019 rights in this situation.<\/p>\n<p><strong>WE,<\/strong>\u00a0as representatives of the indigenous peoples of Russia, stand in solidarity with other associations that have also been included in this list.<\/p>\n<p><strong>WE<\/strong>\u00a0call upon all international organizations, NGOs, as well as intergovernmental, scientific, and human rights bodies, including the UN, the Council of Europe, and the Arctic Council, to\u00a0<strong>CONDEMN\u00a0<\/strong>the decision of the Ministry of Justice of the Russian Federation to include 55 organizations in the \u201cextremist\u201d list.<\/p>\n<p class=\"has-text-align-left\"><strong>WE ASK FOR SUPPORT IN THE STRUGGLE OF THE INDIGENOUS PEOPLES OF RUSSIA FOR THEIR RIGHTS.<\/strong><\/p>\n<p class=\"has-text-align-left\">26 July 2024<\/p>\n<p><a href=\"https:\/\/icipr.international\"><em>ICIPR<\/em><\/a><em> is an international indigenous organization that was created in March 2022 as a reaction of several Russian indigenous leaders and activists at the start of the war in Ukraine. All founding members of ICIPR previously worked as activists or IP community leaders in Russia and were expelled from the country for different political reasons.
