{"id":37189,"date":"2025-12-16T15:24:31","date_gmt":"2025-12-16T12:24:31","guid":{"rendered":"https:\/\/adcmemorial.org\/?p=37189"},"modified":"2025-12-17T21:32:32","modified_gmt":"2025-12-17T18:32:32","slug":"the-involvement-of-foreign-citizens-in-an-aggressive-war-is-a-war-crime-of-the-russian-federation","status":"publish","type":"post","link":"https:\/\/adcmemorial.org\/en\/news\/breaking-news\/the-involvement-of-foreign-citizens-in-an-aggressive-war-is-a-war-crime-of-the-russian-federation\/","title":{"rendered":"The Involvement of Foreign Citizens in an Aggressive War Is a War Crime of the Russian Federation"},"content":{"rendered":"<p><span dir=\"auto\"><span dir=\"auto\"><em>18 December marks International Migrants\u2019 Day, established by the UN General Assembly in honour of the adoption in 1990 of the Convention on the Protection of the Rights of All Migrant Workers and Members of Their Families.<\/em> <\/span><\/span><\/p>\n<p><span dir=\"auto\"><span dir=\"auto\">The rights of migrant workers \u2014 most of whom are citizens of Central Asian countries \u2014 are grossly violated by Russia, where millions of migrant workers still live and work: migrant families are pushed out of the country, with children being denied admission to schools; electronic surveillance of migrants\u2019 lives and movements is carried out; intolerable conditions of life, police control, persecution and deportations are created. <\/span><\/span><\/p>\n<p><span dir=\"auto\"><span dir=\"auto\">The most terrible crime committed by Russia against the citizens of neighbouring countries is the waging of an aggressive war against Ukraine, participation in which citizens of Uzbekistan, Kyrgyzstan, Tajikistan and other Central Asian republics are also often forced into. On 5 November of this year, a decree contradicting all norms of law was adopted, requiring men who lawfully qualify for Russian citizenship or a residence permit in the country to sign a contract for military service. Other migrants end up in the Russian army in an attempt to avoid arrest and imprisonment, and sometimes tempted by large payments, due to debts and the inability to earn a living through their previous ordinary work in Russia. <\/span><\/span><\/p>\n<p><span dir=\"auto\"><span dir=\"auto\"><strong>Participation in the war is a crime (including under the laws of migrants\u2019 countries of citizenship), and the involvement of foreign citizens in an aggressive war is a war crime of the Russian Federation.<\/strong> <\/span><\/span><\/p>\n<p><span dir=\"auto\"><span dir=\"auto\">Migrants who agreed to take part in military actions in Ukraine admit that they made a terrible mistake \u2014 those who were taken prisoner were lucky; others are killed or become disabled. This is described in the short film by the ADC Memorial and Bir Duino Kyrgyzstan.<\/span><\/span><\/p>\n<hr \/>\n<div>\n<div><em>The publication is created in the framework of the project \u201cDocumenting and analysing international crimes committed by the Russia\u2019s armed forces after 24.02.2022, helping victims of these crimes and informing on crimes\u201d implemented by Kharkiv Human Rights Protection Group, Center for Civil Liberties and ADC Memorial Brussels, funded by the European Union.<\/em><\/div>\n<div><em>Views and opinions expressed are those of the author(s) only and do not necessarily reflect those of the European Union.
