Anti<\/span>-Discrimination Centre<\/span> Memorial-<\/span>Brussels<\/span> expresses<\/span> support<\/span> and<\/span> solidarity<\/span> to the activists<\/span> of the Indigenous<\/span> movement<\/span> of the North<\/span>,<\/span> Siberia<\/span> and<\/span> the Far<\/span> East<\/span>,<\/span> who face\u00a0unprecedented<\/span> political<\/span> repression<\/span> in<\/span> the Russian Federation<\/span>.<\/span> We support<\/span> the statement<\/span><\/a> of our<\/span> colleagues<\/span>,<\/span> and we call<\/span> on all<\/span> International<\/span> organizations<\/span>,<\/span> human rights defenders<\/span>, and<\/span> journalists<\/span> to speak<\/span> out in<\/span> defense<\/span> of Daria<\/span> Egereva<\/span>, a Selkup activist<\/span> arrested<\/span> on<\/span> completely<\/span> groundless<\/span> charges<\/span> of<\/span> “<\/span>participating<\/span> in<\/span> a terrorist<\/span> organization”<\/span><\/strong>,\u00a0as<\/span> well<\/span> as to stand up for\u00a0defense<\/span> of all<\/span> Indigenous<\/span> peoples<\/span> and<\/span> their<\/span> representatives<\/span> who are subjected to<\/span> searches<\/span> and<\/span> arrests<\/span> in<\/span> December<\/span> 2025<\/span>.<\/span><\/p>\n

ADC Memor<\/span>ial is sure<\/span>\u00a0t<\/span>hat the there have been no violations of the law <\/span>in the activit<\/span>ies of neither<\/span>\u00a0“Aborigen<\/span>\u00a0Fo<\/span>r<\/span>um<\/span>” work (which was included<\/span> in the regis<\/span>ter of “terror<\/span>ist” <\/span>and\u00a0 “extrem<\/span>ist” organizati<\/span>on<\/span>s a y<\/span>ear <\/span>ago for<\/span> no rea<\/span>s<\/span>on) nor in<\/span>\u00a0<\/span>any f<\/span>orm of activ<\/span>ism by defend<\/span>ers of the rig<\/span>hts of Indigen<\/span>ous peop<\/span>l<\/span>es; such work cannot be recognised as violating the law in principle. On the contr<\/span>ary, there is a serious <\/span>violat<\/span>ion of hu<\/span>man rig<\/span>hts<\/span> is <\/span>the criminalizat<\/span>ion by\u00a0Russ<\/span>ian authorit<\/span>ies of the activ<\/span>ism <\/span>and hu<\/span>man rights activit<\/span>ies of <\/span>our colleag<\/span>ues f<\/span>rom <\/span>the Indigen<\/span>ous peoples movement.<\/span><\/p>\n

Freedom<\/span> to Daria<\/span> Egereva<\/span> and<\/span> all<\/span> Indigenous<\/span> activists<\/span>,<\/span> victims<\/span> of political<\/span> repression<\/span>,<\/span> discrimination<\/span> and<\/span> colonial<\/span> oppression<\/span> of Indigenous<\/span> peoples<\/span>!<\/span><\/p>\n

ICIPR Statement on the Persecution of Indigenous Peoples\u2019 Representatives in Russia on Fabricated Charges of \u201cTerrorism\u201d and \u201cExtremism\u201d<\/h3>\n

The International Committee of Indigenous Peoples of Russia (ICIPR) strongly condemns the new wave of repression against Indigenous human rights defenders in the Russian Federation, including their prosecution on fabricated charges of \u201cextremism\u201d and \u201cterrorism\u201d brought by the Russian authorities.<\/p>\n

ICIPR considers these actions to constitute a deliberate misuse of anti-extremism and counter-terrorism legislation aimed at suppressing peaceful human rights work. We further regard them as a serious violation of the international obligations of the Russian Federation as a Member State of the United Nations, including its obligations under the UN Charter, the International Covenant on Civil and Political Rights, and the United Nations Declaration on the Rights of Indigenous Peoples \u2014 in particular the prohibition of reprisals for cooperation with United Nations mechanisms.<\/p>\n

On 17 December 2025, Ms. Daria Egereva<\/strong> was arrested in Moscow. She is an Indigenous Selkup human rights defender, Co-Chair of the International Indigenous Peoples\u2019 Forum on Climate Change (IIPFCC), and a member of the United Nations Indigenous Peoples\u2019 Coordinating Body (UN ICB). She has been charged with participation in the activities of a so-called \u201cterrorist organization,\u201d an offence carrying a potential sentence of 10 to 20 years of imprisonment.<\/p>\n

These charges are based on her alleged association with the Indigenous human rights defenders\u2019 network Aborigen Forum<\/em>, as well as on her many years of human rights work with the Centre for Support of Indigenous Peoples of the North (CSIPN). Notably, CSIPN was explicitly identified in UN Human Rights Council resolution 60\/21 of 7 October 2025 among organizations subjected to forced closure and persecution by the Russian Federation.<\/p>\n

The Aborigen Forum<\/em> network, of which CSIPN was a member, was designated an \u201cextremist organization\u201d by the Russian authorities in July 2024, despite the fact that its members have never engaged in any acts of violence that could meet the definition of terrorism. At all times, the activities of the network and its members were peaceful, lawful, and focused on human rights advocacy, carried out exclusively through non-violent means and aimed at the protection of the rights of Indigenous Peoples, including through engagement with United Nations mechanisms.<\/p>\n

Following its designation, the network decided to immediately dissolve and cease its activities; nevertheless, in December 2024 the Russian authorities included Aborigen Forum<\/em> in the list of terrorist organizations.<\/p>\n

On the same day, 17 December 2025, another human rights defender was arrested in Moscow under the same terrorism-related charges.<\/p>\n

At the same time, beginning on 17 December 2025, the Federal Security Service of the Russian Federation (FSB) launched a series of coordinated searches and interrogations targeting Indigenous activists and human rights defenders across the country, including in the Altai Republic, Tomsk, Murmansk and Kemerovo Oblasts, Altai Krai, Taimyr and Krasnoyarsk Krai, the Republic of Sakha (Yakutia), and the city of Saint Petersburg. These operations targeted members of Indigenous communities, including Selkups, Tubalars, Chulyms, Shors, Kumandins, Dolgan, Yukaghirs, Evenks, S\u00e1mi, and Nganasans.<\/p>\n

On the same day, a separate search was conducted in Murmansk Oblast at the home of Ms. Valentina Sovkina, a member of the S\u00e1mi Indigenous People and of the United Nations Permanent Forum on Indigenous Issues (UNPFII).<\/p>\n

According to currently available information, at least 17 Indigenous leaders in different regions of the Russian Federation have been searched and interrogated by FSB. All their electronic devices have been confiscated.<\/p>\n

ICIPR views these developments as politically motivated persecution and as a continuation of the systematic criminalization of peaceful Indigenous human rights work, including cooperation with international human rights mechanisms and participation in the work of the United Nations.<\/p>\n

Call for International Solidarity<\/h4>\n

In light of this sharp escalation of repression against Indigenous Peoples, ICIPR hereby announces the launch of an international solidarity action by Indigenous Peoples and allies worldwide in support of Indigenous Peoples in Russia who are being targeted by state repression, including Indigenous human rights defenders.<\/p>\n

We call upon Indigenous Peoples\u2019 organizations and movements worldwide, UN bodies and mechanisms, including Special Procedures, States, academic institutions, and human rights organizations and civil society actors to speak out against these reprisals, to demand the immediate cessation of politically motivated prosecutions, and to uphold the fundamental principle that engagement with the United Nations must never be criminalized.<\/p>\n

Solidarity is not optional \u2014 it is a shared moral responsibility.<\/strong><\/p>\n
