On October 14, 2026, Anti-Discrimination Centre Memorial Brussels organises a side event during the annual Warsaw Human Dimension Conference of the OSCE (Warsaw, Sofitel Victoria Hotel, Saski room, 16:00\u201317:00 CET).<\/strong><\/p>\n

Anti-Discrimination Centre Memorial (Brussels) proposes to integrate the human rights approach into the ongoing discussion among many indigenous activists on the idea of overcoming Russian colonial oppression, guaranteeing the cultural, economic, environmental and political rights of each group.<\/p>\n

While there are sound voices of the peoples of the Caucasus, the Urals and Siberia insisting on the future as independent national republics based on the cultural and political heritage of the local peoples, there are also concerns about the rights of other groups living on the same territories \u2013 such as small-numbered Indigenous peoples and other minorities.<\/p>\n

Most anti-colonial activists agree that the future political models should be democratic and inclusive. However, the question is how to ensure non-discrimination and equity, how to protect the rights of those who can’t form an independent state, but need their rights to be realised within those future new political subjects? Another burning question would be \u2013 how to solve the existing problem of Russian domination (language, political and economic resources, ideas of the past and historical heritage)? What examples of the European historical past should be considered or could serve as a warning against too radical (even violent in some cases) approach?<\/p>\n

The 20th century showed many waves of politically dominated relocation of ethnic groups: Soviet repressions against peoples and later their efforts to get back to their native territories; German attempts to replace the population of the occupied lands, that ended with the exile in 1945 of millions of Germans from some parts of Central Europe; among other examples one can think of Polish and Ukrainian (Soviet) treaty of 1944 and the 1923 population exchange between Greece and Turkey.<\/p>\n

Maybe thinking of the relevant cases of the past century, trying to avoid the mistakes and prevent the crimes could help to plan a non-discriminating and inclusive future, and bring the idea of human rights protection as the most necessary element to these actual discussions.<\/p>\n

These issues will be discussed by representatives of the Indigenous rights movement with human rights experts at the side event of ADC Memorial Brussels.<\/p>\n
