<\/a>The presidential bill, which suggests toughening migrant regime and introducing strict criminal and administrative responsibility for violation of registration rules, has caused many social discussions. Human rights activists, who paid attention to admissibility of unreasonable restriction of social, economic and civil rights of both Russian and foreign citizens, took part in these discussions as well. The bill which doesn\u2019t suggest reforms of old and ineffective bureaucratic procedures of \u2018registration record\u2019 will bring criminalization of millions of Russian and foreign people, and stateless citizens just because they need to use the right to choose a place of stay or living, right to work and right to travel, and will increase administrative barriers that can prevent people from using their rights in Russia.<\/p>\n
