UN Human rights council will discuss report of the UN Secretary\u00a0General on the problem of persecution for cooperation with United\u00a0Nations Organization (UNO), its representatives and human rights\u00a0institutions during the 24th regular session of the organization on\u00a0September 9-27, 2013. One of the topics of the report is the law on\u00a0“foreign agents” and persecution of Russian NGOs, including ADC\u00a0“Memorial”, for provision of an alternative report to the UN Committee\u00a0against torture.<\/p>\n

52.<\/strong> It is primarily the obligation of States to protect those who cooperate with the \u00a0United Nations in the field of human rights and to ensure that they may do so safely and without hindrance. In this context, I reiterate my previous recommendations for action at the national level, including through the adoption of appropriate legislation, by publicly condemning acts of reprisal and intimidation, ensuring accountability in relation to the majority of reported cases of reprisal, conducting effective and impartial investigations and bringing perpetrators to justice, and providing victims with remedies. I also encourage States to respond to allegations of intimidation and reprisal, and to cooperate with the United Nations regarding such acts.
