Russia\u201d<\/a><\/span> <span lang=\"en-US\">(2016).<\/span><\/p>\n<p><span lang=\"en-US\">In the new report, the next step of litigation in the interests of the stateless persons is analyzed, which is the observation of <a href=\"https:\/\/adcmemorial.org\/www\/12930.html?lang=en\">the case of Noe Mskhiladze by he Constitutional Court of the RF<\/a> on April 18, 2017. The ruling is pending, but during the hearings the lawyers defending Mschiladze with the support of ADC Memorial presented their position; the articles 31.7 and 31.9 of the Administrative Code contradict the Constitution (according to these articles, stateless people are detained in SITDFNs for up to 2 years, having no access to legal aid, waiting for expulsion prescribed by court, but they can\u2019t be expelled anywhere).
