Feedback The UN Committee on the Rights of the Child has issued recommendations to the governments of Tajikistan (Recommendations 1 Recommendation 2) and Moldova based on its consideration of the periodic reports of these countries. In particular, it noted the problems faced by Roma children and the children of migrants.
The Committee reviewed Tajikistan’s implementation of the main provisions of both the Convention on the Rights of the Child and the optional protocol regarding combatting trafficking in children. UN experts pointed out the absence of sufficient measures for the non-discrimination of children from vulnerable groups (migrants, Dzhugi, refugees, and others) and called upon the state to ensure that all children have access to education and healthcare. These and other problems, including the especially vulnerable situation of girls, social vulnerability, and the lack of a comprehensive program to improve the situation of the Dzhugi were raised by ADC Memorial in its report. Committee members called upon the government of Tajikistan to make it possible for Dzhugi people to receive personal documents and to implement social support measures for the children of migrants.
After reviewing Moldova’s state report, UN experts noted the problems of Roma children, including undercounted births, the harmful traditional practices of early marriages, the lack of benefits and public housing for families with many children, and others. The Committee called on the government of Moldova to ensure better access to education for Roma children, particularly for girls, who face multiple forms of discrimination. In a report submitted to the UN CRC, ADC Memorial noted the absence of a strategy to involve Roma children in preschool, poor school attendance, and high dropout rates. Committee members devoted special attention to the situation of migrant children. Noting the need for special measures of protection, the Committee emphasized the increase in cases where children are separated from their parents and essentially deprived of their freedom because of problems their parents have with their documents and called upon Moldova to stop this practice.
