Before consideration of the state report of Kazakhstan, the UN CERD again raised the issue of the rights of the Dungan minority

On December 3, 2021, the UN Committee on the Elimination of Racial Discrimination officially requested additional information from the Kazakhstan on the situaiton of the Dungan minority and the authorities’ measures on overcoming the consequences of anti-Dungan pogroms and restoring justice to their victims, as well as on prevention of ethnic-based violence.

In particular, the Committee requests to include into the state report the following information: the measures adopted to investigate the allegations of incitement to violence and of hate speech against the Dungan minority in relation to the pogrom that took place on February 7-8, 2020; the steps taken to ensure that persons from the Dungan community which are subject to criminal investigations and proceedings received a fair trial.

This is not the first communication of the Committee with the authorities of Kazakhstan as part of the early warning and urgent action procedure. In April 2021, the Committee already requested information on measures taken in order to overcome the consequences of the pogrom. It is known that the Kazakhstan authorities sent their response to the UN experts on July 19, 2021.

The state report of Kazakhstan, which should include the requested information, will be considered by the UN Committee on the Elimination of Racial Discrimination at its 106th session in April 2022.
