The UN Committee on Social, Economic and Cultural Rights observed the report of the Russian Federation. In the alternative report of ADC Memorial (with the participation of CrimeaSOS and the NGO “Revival of Kazas and Shor People”) the following problems are raised: discrimination of Roma (demolishions and evictions, segregation at schools); indigenous peoples (including Shor and Teleut); stateless persons (lack of procedure of legalization, risk to be detained up to 2 years in inhuman conditions); Crimean Tartars and ethnic Ukrainians on the territories controlled by Russia (including discriminatino on the ground of citizenship); women in employment (professions banned for women); working migrants; disabled people in closed institutions.
The Committee asked the delegation questions on all issues mentioned above, as well as expressed its concerns about the situation of NGOs affected with the law on “foreign agents” and Human Rights defenders persecuted because of their work. The Committee mentioned the absence of comprehensive anti-discrimination law aimed at protection of such vulnerable groups as ethnic minorities (including Roma), indigenous peoples, LGBTI, sex workers, working migrants, stateless persons, asylum seekers and refugees.
The Concluding Observations and Recommendations will be published in the end of the CESCR 62nd session in the beginning of October.
